Tenant satisfaction measures 2025/26 - summary of approach

This page explains how we collected the tenant perception measures for the 2025/26 Tenant Satisfaction Measures publication.

How the survey was carried out

The tenant perception measures for 2025/26 were collected through a census-based tenant satisfaction survey carried out internally by Warwick District Council.

For 2025/26, administration of the survey moved from an external provider to Warwick District Council and responses were collected throughout the year to support more regular monitoring of tenant satisfaction.

The survey was carried out between 30 June 2025 and 2 March 2026, with tenant households selected and invited to take part on a quarterly basis during the year.

A total of 5,257 households were invited to take part in the survey during 2025/26.

A total of 1,065 valid responses were received, giving a response rate of 20.3%.

Response methods

Digital and postal methods were used to provide tenants with alternative ways to respond and support accessibility across the tenant population. For 2025/26, administration of the survey moved from an external provider to Warwick District Council and responses were collected throughout the year. The prescribed TSM questions, response options and calculation methodology remained unchanged.

How representative were the responses?

We compared the profile of survey respondents with the relevant tenant population. This comparison used available household and tenancy information.

As a sensitivity check, the Council modelled weighting across age, stock type, property type, household type and geographical area.

These characteristics were selected having regard to the Council's tenant and stock profile and the characteristics identified within the Tenant Survey Requirements as potentially associated with differences in satisfaction.

This produced a weighted TP01 result of 70.45%, compared with the reported unweighted result of 72.30%. Across TP01 to TP12, weighting changed the results by between 1.43 and 2.22 percentage points. The Council therefore concluded that the differences between the respondent profile and relevant tenant population were not sufficiently material to require weighted results to be reported.

Exclusions and opt-outs

Seventeen opt-outs were recorded. These households were excluded from the 2025/26 survey process in line with the Council's approach to managing opt-outs.

Households whose tenancy had commenced less than 12 months before 1 April 2025 were also excluded from the 2025/26 survey. This was intended to ensure respondents had sufficient experience of landlord services. Following review of the Tenant Survey Requirements, the Council has identified that length of tenancy alone was not an appropriate basis for exclusion. This criterion will therefore not be applied in 2026/27.

Questionnaire

The questionnaire included the required Tenant Satisfaction Measure perception questions. It also included additional local questions to help Warwick District Council understand tenants’ views on service improvement. These were:

  • What should WDC Housing Services prioritise for improvement in the next 12 months?
  • Have you noticed any improvements to WDC Housing Services in the last 12 months?

These additional questions were used for local service improvement insight and were not included in the calculation of the statutory Tenant Satisfaction Measure results.
