The Kings Hill Masterplan and Design Code Supplementary Planning Document (SPD) is intended to provide supplementary planning guidance to relevant policies in the adopted Warwick District Council Local Plan (2011-2029). This includes Policy DS15 - Comprehensive Development of Strategic Sites – which outlines that a comprehensive development scheme is required for the entirety of the H43 allocation (allocated for 4,000 dwellings and associated infrastructure by 2050).
The production of the Kings Hill Masterplan and Design Code SPD will help meet the requirements of the policy, and also sets a delivery vision for the wider allocation to ensure the comprehensive delivery of infrastructure and cohesive design across the various development parcels.
The Council is therefore seeking views as to whether:
- This represents the best possible masterplan (accounting for principles already agreed through the Local Plan allocation and the grant of approved planning applications impacting the site).
- The document captures all of the key design and infrastructure considerations.
In reviewing the SPD, it may be useful to consider the planning application context for the site. Key planning applications include:
W/18/0643 – outline application with access: development of up to 2,500 dwellings, 4,000sq.m of mixed use floorspace, primary school, secondary school, open space and associated infrastructure – approved 24.12.2021.
FUL/2018/0842 – installation of two new highway junctions on land west of Green Lane and the junctions of Saint Martins Road/Green Lane/Howes Lane, as amended by PL/2023/0000875/NMA. Plans have also been submitted and approved under PL/2025/0001831/DCA.
Please note that Warwick District Council is aware of separate vegetation clearance works on Green Lane which relates to the implementation of planning application reference FUL/2018/0842, as approved by Coventry City Council. Queries relating to that application should be directed to Coventry City Council’s Planning team.

The draft Kings Hill Masterplan and Design Code SPD is now subject to public consultation for six weeks commencing 13 February 2026 and ending 27 March 2026.

Responses to the SPD consultation must be received by 23:59 on Friday 27 March 2026.
