Cubbington neighbourhood planning referendum - Thursday 4 December 2025
A neighbourhood planning referendum will be taking place in Cubbington on Thursday 4 December 2025.
The question which will be asked in the referendum is:
"Do you want Warwick District Council to use the Neighbourhood Plan for Cubbington to help it decide planning applications in the neighbourhood area?"

- Register to vote by midnight on Tuesday 18 November 2025
- Apply for a postal vote by 5pm on Wednesday 19 November 2025
- Apply for a proxy vote by 5pm on Wednesday 26 November 2025
- Apply for a Voter Authority Certificate by 5pm on Wednesday 26 November 2025
If you are not currently registered on the electoral register, please register to vote.
If you are unable to get to your designated polling station on the day of the poll and would like to vote by post or appoint a proxy please apply before the dates specified above.
Campaigning
Anyone planning to campaign at a referendum should get in touch with Electoral Services at elections@warwickdc.gov.uk
Individuals, bodies and Councillors can campaign for a particular outcome to a referendum as ‘campaign organisers’. Public bodies cannot campaign.
The Counting Officer administers the referendum. The Local Planning Authority may publish factual information but not campaign for a particular outcome. Parish and Town Councils cannot campaign.
Individual Councillors can campaign, but must not:
- Use Council resources to create campaign material
- Display posters or signs on Council owned property that seek a particular outcome
- Publish views for or against the referendum on Council channels
The Council must not:
- Publish material about the referendum (except in accordance with Section 4 of the Neighbourhood Planning (Referendum) Regulations 2012)
- Publish any statement relating to the referendum from Councillors
- Allow the use of Council resources to support a particular outcome
The Electoral Commission has produced guidance on referendum campaigning.
Expenses
Campaign organisers may spend a maximum of £2,362 plus £0.059 for each relevant entry on the electoral register.
The exact amount will be published in the Information Statement.
Expenses incurred by or on behalf of a body/individual during the referendum period for:
- advertising
- unsolicited voter materials
- information about the referendum or the question
- market research or canvassing
- facilities, property or services for media or press conferences
- transport with a view to obtaining publicity
- rallies, public meetings and other events
Expenses also include notional expenses where facilities, services or property are provided free of charge or at a discounted rate.
Campaign groups should register with the Counting Officer at Warwick District Council and submit a statement of expenses to elections@warwickdc.gov.uk
Exceeding the referendum expense limits is an offence and liable of a fine up to £5,000 and/or imprisonment of up to 12 months.
Counting observers
Applications to attend a Neighbourhood Planning Referendum count need to be received by the Counting Officer six working days before polling day.
