Our Cabinet has considered a feasibility study on the introduction of a licensing scheme which could place additional controls over those HMOs which are not currently included in the mandatory licensing scheme. A public consultation will take place between 9 January and 20 March 2023.

We would like to receive completed questionnaires from anyone with an interest in the proposed additional licensing scheme, including landlords and letting agents, tenants, local residents and businesses.

The Private Sector Housing team are arranging a series of meetings with key stakeholders, both online and face to face, to introduce the concept of ‘additional licensing’ and to invite questions and provide feedback. Private Sector Housing will also be setting up a series of ‘drop in’ sessions at Riverside House in Leamington Spa for anyone who would like to learn more or ask questions on a one to one basis with an Officer on the following dates:

  • Wednesday, 8 February,  2pm to 4pm
  • Thursday, 16 February, 10am to 12pm 
  • Friday, 24 February, 2pm to 4pm

Once the public consultation closes, the results will be analysed and a report will be made to Cabinet to determine whether to proceed and, if so, to agree the scheme arrangements and to issue the formal Additional Licensing scheme designation.
