Complaints about flies, odour, or noise, that are related to Plasgran Limited (also known as Berry Polymers) must be reported to the Environment Agency (EA). This is because the site is permitted and regulated by the EA, not Warwick District Council. PL/BP's Permit is a public document and a copy can be requested here permit number EPR/KB3404CU

You can report issues linked to an Environment Agency permitted site to the Environment Agency incident hotline on 0800 80 70 60 (24-hours). You can also report odours from permitted sites using the EA’s new online form Report a smell from a waste facility, industrial site or farm in England - GOV.UK. The EA encourage you to report issues as soon as practically possible, when you contact them, they will provide you with further advice.

As of 31 March 2025, you will no longer be able to access the Environment Agency’s Citizen Space ‘Leamington Spa fly issues’ information page.

Instead, a copy of the Environment Agency’s March 2025 Amenity Briefing can be accessed here and further updates regarding Plasgran can now found on the following webpage West Midlands Regulated Industry Sites | Engage Environment Agency.

We are helping residents and the Environment Agency by providing a reactive witnessing response service. Please see our FAQs page prior to contacting us.

Please only report to us if the problem is happening now, and it is during our normal working hours. Please call us on 01926 456741, Monday to Friday, 9am to 4.30pm.

If an officer is available, we will visit you either at your home or your workplace and witness the issue to see how it is impacting you. Reports can then be sent to the Environment Agency for their further consideration.

Calls received outside our normal working hours will be logged, but no further response will be sent.

You are also advised to keep a nuisance diary and return any completed logs to us every few weeks. The diary will be reviewed and compared with the logs from other residents, taking into consideration where residents live, wind direction, duration, and time of occurrence. If a pattern can be established, this will be considered further and shared with the Environment Agency.

Please see our FAQs for further information.
