Review of Public Space Protection Orders (PSPOs) to be considered
At Warwick District Council’s Licensing and Regulatory Committee meeting on 23 June, councillors will consider proposals for renewing, amending and introducing new Public Spaces Protection Orders (PSPOs) for 2026 – 2029.
PSPOs apply to specified public spaces across the district and are intended to help address behaviours that have a detrimental effect on the use and enjoyment of those spaces. They are used where there is evidence that activities have had, or are likely to have, a negative impact on the quality of life of those in that area.
Councillors will consider the results from a two-phase consultation with residents, stakeholders and partner organisations alongside evidence gathered by the PSPO officer working group and statutory partners. Consultation responses reflected a range of views and will form part of the information considered by members when determining whether existing PSPOs should continue and whether any new measures are appropriate.
Existing and proposed new PSPOs are highlighted within the committee reports on the council’s website (Item 6 and appendices). Maps have been included where relevant to help illustrate key proposals and assist readers in understanding the changes being considered by members.
Following numerous fatalities and serious incidents reported locally and nationally, together with ongoing safety concerns relating to the use of rivers, canals and other waterways, councillors will be asked to consider whether to undertake a focused public consultation on proposals relating to bridge jumping and other dangerous water-based activities.
The purpose of any consultation would be to gather views and determine whether additional measures are necessary and proportionate to address identified risks.

The Council has had PSPOs in place since 2017, with the current orders most recently renewed in 2023.
Legal powers conferred under the Anti-social, Crime and Policing Act 2014 allow councils to tackle behaviours in public spaces which negatively impact people’s quality of life.
