In most cases the occupier of a non-domestic property is responsible for payment of Business Rates regardless of whether they are the owner/occupier or leaseholder. In certain circumstances where a property is occupied by more than one occupier then the owner or leaseholder will be responsible for payment.

If a property is empty the owner or leaseholder will be liable.
