We would like to thank everyone who took the time to provide feedback on the proposed community stadium in a recent survey held in May 2026.

The responses highlighted three key themes.

1. Community and economic benefits

Many respondents were positive about the proposed Community Stadium. Respondents highlighted perceived benefits such as:

• improved sports facilities
• opportunities for more local youth development activities
• provision of new facilities that promote health and wellbeing
• increased local pride
• more visitors spending money in the area
• new community and social spaces like a café, bar, and the community rooms

2. Traffic, parking, and infrastructure

The impact on traffic, parking and access were the most consistent concerns across the responses. Key themes were:  

• that there may be insufficient parking for the facility causing overspill parking in residential streets
• that there would be congestion on Fusiliers Way and nearby roads
• the need for improvements to public transport, cycling routes, and traffic management

3. Best value, community use, and benefit

Several respondents shared wider concerns around the location and impact on residents and the local environment.

We were asked to provide further clarity on who will be able to use the facility and how often. Some respondents questioned whether this is an effective use of taxpayer funding in comparison to other projects.

Key themes were: 

• scale and suitability of the location within a residential area, specifically in relation to matchday disruption
• anti-social behaviour and safety
• a lack of consideration of environmental & sustainability issues
• the importance of fairness, affordability, and booking access for local groups
• value for money vs other priorities; healthcare, roads, grassroots sport; with suggestions that funds could deliver more benefit if spread across multiple smaller facilities

Overall, there is a mix of strong support and concern in relation to the development of the Community Stadium.

Many respondents told us they are excited about the potential benefits, including improved sports facilities, more opportunities for young people, improved health and wellbeing, and a boost to the local economy. There is also clear interest in developing facilities to provide social spaces and a wider community offer that can be accessed by residents.

However, residents living nearby have highlighted concerns about how environmental sustainability, noise, lighting and safety, will be managed and the overall fit of a development of this scale within a residential area. Highlighting that these are important considerations that will need careful design and management.

The biggest issues raised were about the potential impact of increased traffic and restricted parking. Respondents requested reassurance that matchdays and events will not cause congestion or affect daily life for local residents.

We also heard questions about how the investment delivers fair and lasting value for the whole community compared to other projects. Several respondents have asked for clearer information about how the stadium will be used, who can access it, and how community use will be protected over time.

We will use this feedback to inform the next stage of the project. We will:

• review transport, parking, and traffic management plans in detail
• provide clear information about community access; set out how the project will deliver community benefit
• consider design and operational measures to reduce impact on nearby residents and the environment

Community Stadium – You Said / We Will

Traffic, parking, and infrastructure

You said: parking is insufficient and local roads, already under pressure, will become congested, especially near schools and residential streets.

We will: make sure that traffic management is carefully considered and proportionate to the scale of the site and expected use of the facility, making best use of shared parking options where possible.

The scheme will also consider how active travel can be encouraged, including better use of public transport links and provision for walking and cycling.

For larger events, event management plans will be expected to consider traffic, parking and to minimise the impact on the local infrastructure.

Community benefit use and accessibility

You said: How will this development make the best use of public funds?

We will: ensure the project is developed and continually assessed against the Council’s Corporate Strategy and wider objectives.

You said: How much access will the wider community have, and will facilities be affordable and available?

We will: continue to work with Leamington Football Club who have worked with Warwick District Council over several years to bring this proposal forward. The Club has successfully demonstrated their ambitions to address the need to find a suitable space to support their progression as a football club and have shown their commitment to serving the local community.

The facility has been designed to support a broad range of sporting, social and community use. We will continue to consider how the design, build and operation of the Community Stadium can support a range of community activities, enabling a variety of local groups and individuals to access and use the facility.

Appropriate arrangements, including a Community Use Agreement, will be put in place and monitored over time to protect community access, support fair use of the facilities, and demonstrate ongoing value for taxpayers.

Impact on local residents; scale, location, and design

You said: The stadium may be too large for the area and not well suited to its residential setting. There are concerns about environment, noise, lighting, safety, and disruption in a residential area.

We will: use relevant impact assessments to guide the site layout and ensure noise and lighting are carefully considered and minimise the potential impact on nearby residents.

Lighting around the stadium facilities and car park will be provided for safety and security, whilst also ensuring minimal effects on nearby homes, Clear operating hours and site management procedures will be agreed.

We will ensure environmental sustainability is key to the design and operation of the Community Stadium. The project will continue to be developed in line with BREAAM principles, which provide a recognised framework for assessing sustainability across areas such as energy, water, waste, pollution, land use, and ecology.

We recognise the concerns raised about artificial pitches and have considered these carefully as part of the design process, including drainage, materials, and maintenance.

The use of artificial grass is proven to have several benefits across performance and playability, providing a safe, durable, and year-round playing surface, reducing pressure on natural grass pitches, and supporting wider community use.
