The Local Plan is a land use plan which controls the location and nature of new development within the district. The Local Plan contains policies and maps showing designations and allocations. It is primarily used to determine planning applications.
The Local Plan conforms generally with strategic planning policy at a county level. This is set out in the Warwickshire Structure Plan prepared by the County Council.
Adopted version of the Local Plan
The Local Plan was adopted on the 21st September 2007.
The Council has subsequently formally adopted amendments to the Local Plan in accordance with the High Court decision dated 15th December 2008. These amendments are as follows:
- Proposals Map, Part 5 Kenilworth: removal of Green Belt designation from an area of land bounded by Common Lane to the south; and the operational and disused railway lines to the east and west respectively (referred to locally as the ‘Crackley Triangle’);
- Chapter 9, paragraph 10: deletion of the following words: ‘at the triangle of land bordered by Highland Road, and Woodland Road in Kenilworth,’.
A plan showing the changes to Part 5 of the Proposals Map is available to download.

Saving the Policies of the Local Plan
The policies of the Local Plan are 'saved' for three years from the date of its adoption, i.e. they are valid for use in planning decision making until September 20th 2010. The Secretary of State has written to the Council setting out which policies can remain to be used after September 20th 2010 for decision making following a request made by the Council.
Preparation of the Local Plan
In 2001, the Council carried out a review of its previous Local Plan which was adopted in 1995. It carried out a wide-ranging public consultation into the key issues that the Local Plan should address. The Local Plan Report of Public Consultation - September 2002 (243 KB, PDF) summarisies the views that were made at that time.
The First Deposit Version of the Local Plan
The first draft of the Local Plan (First Deposit Version) was recommended for approval for public consultation by the Council on October 29th 2003. The Plan was subject to public consultation between Friday December 12th 2003 and 23rd January 2004. The Local Plan was accompanied by a Sustainability Appraisal (1.6 MB). Please note the large file size of this document which may take a few moments to download.
The Revised Deposit Version of the Local Plan
Analysis of the responses received to the First Deposit Version was undertaken, and a revised deposit version of the Local Plan was approved by the Council on 16th May 2005.
The following information is available on this web site.
The Revised Deposit Version of the Local Plan was subject to public consultation between the 8th July and the 19th August 2005.
