Retail-led development in Leamington town centre
For a number of years, the Council has been seeking to bring forward a retail-led development in Leamington town centre on the Chandos Street car park.
In 2007 the Council selected Wilson Bowden Developments as our development partner. In 2010, Wilson Bowden submitted a planning application for a major scheme incorporating new shops, car parking and a small number of homes. This application was refused by the Council’s Planning Committee in November 2011.
Following this decision, the Council has reaffirmed its commitment to bringing forward a scheme and we are continuing to work with Wilson Bowden to do this.
2014 Retail and Leisure Study
The Council, independently of Wilson Bowden, has commissioned a new Retail & Leisure Study to update the Council’s previous study undertaken in 2009. The full Study has now been published as part of the evidence base for the new Local Plan.
Warwick District Local Plan 2011-2029
In April 2013 the Council issued its new "Publication Draft" Local Plan prior to submitting it to the Secretary of State. This plan reaffirms the Council's commitment to supporting the health and prosperity of all of the District's town centres. It continues to support the principle established in the previous (adopted) Local Plan that appropriate proposals for large scale shopping growth in Royal Leamington Spa town centre are supported (policy TC5). It also allocates land at Chandos Street car park as the focus of a major town centre development proposal (policy TC4). You can read more about the Local Plan.
What happens next?
Wilson Bowden is currently working on new proposals which can form the basis of a fresh planning application for the site. As these emerge, Wilson Bowden will be undertaking public consultation on them prior to submitting any planning application. We will notify you of this here and thorough the local media as soon as we have a confirmed timetable.
