The Drivers and Operator Forum was launched in response to the general public’s concern regarding the regulation of hackney carriages (known as taxis) and private hire vehicles. The Driver and Operator Forum will meet four times per year and helps shape the council's future passenger vehicle licence policies.

The establishment of the forum follows concerns regarding how and where vehicles are able to ‘pick-up’ members of the public; concerns over the lack of ID badges being worn by drivers; and concerns regarding whether vehicles had the correct insurance and were suitably road-worthy.

Invitations to join the Drivers and Operator Forum were sent to all licensed drivers of private hire and hackney carriages and private hire operators. Forum members were nominated  and provided at least three written references from other drivers and operators, confirming that the nominated person has a good working ethos and no disciplinary records.

Representatives of the Traffic and Town Centre Police also hold seats on the forum alongside representatives from the Regulatory (Licensing) Team, Street Marshalls and Unite the Union.
