In May 2000, in response to central government proposals for the reform and modernisation of local government, a new decision-making process was introduced by Warwick District Council.

The reforms meant that the Executive would make all day to day decisions previously taken by Committees, excluding those delegated to officers, and to the Employment, Licensing, Planning and Regulatory Committees. The decisions taken by the Executive are scrutinised by the Council's Overview & Scrutiny Committees.

All the Councillors meet together as the Council and decide the Council's overall policies and set the budget each year.  At Council meetings, the minutes of the Executive are received for information.
