Voluntary and community sector service procurement

Last year, Warwick District Council commenced a review on how it provides funding to the voluntary and community sector. A Grants Review Panel, a cross-party panel of district Councillors, was set up to oversee the process. 

Currently, Warwick District Council provides funding support to voluntary sector organisations through service level agreements with individual groups to deliver a wide variety of services and outcomes. As a result of the work of the Grant Review Panel, from April 2012 the Council’s preferred route to allocating funding to the voluntary and community sector will be through the procurement of services.  

These new arrangements for supporting the voluntary and community sector have been introduced to help:

  • ensure that public money is spent in the best way to secure the right services for local people whilst also meeting the strategic objectives and aims of the District Council;
  • encourage partnership working between voluntary sector groups;
  • mainstream the focus on communities of interest groups (e.g. black and minority ethnic groups, older people’s groups, rurally isolated people).

For the first time, the new structure for buying services will bring similar types of service together under three main headings:

  1. Community engagement and support
  2. Targeted geographical areas
  3. Narrowing the gaps/ families at risk

Warwick District Council has adopted the Sustainable Community Strategy as the framework for prioritising how funding to voluntary sector groups is allocated. The cross-cutting themes are the focus of this procurement exercise. Sustainable Community Strategy.

Earlier this year, consultations were undertaken with voluntary sector groups and with members of the public to help inform the procurement exercise.

‘Mosaic’ is a demographic classification tool that looks at the composition of communities using a large number of factors. Mosaic profiles for each of the targeted geographical wards are available to view.
