The law places a duty on the Council to produce a series of documents that form a Local Development Framework (LDF) for the district. The LDF allows the Council to manage development in the area and set out the factors it will take into account when deciding planning applications.
The LDF consists of a series of documents, known as local development documents which contain the planning policies for the district. These will eventually replace documents such as the local plan and supplementary planning guidance as the main sources of planning policies and guidance.

The Local Development Framework is made up of the following components.
Development Plan Documents (DPDs)
These are planning policy documents that will, alongside the West Midlands Regional Spatial Strategy, form the main consideration when deciding planning applications.
The Core Strategy is the key DPD and the Council is currently in the process of preparing this document.
The Council have also begun preparation of an Area Action Plan for Warwick town centre.
Statement of Community Involvement (SCI)
This document sets out the Council's approach to consultation explaining how and when you can get involved in planning matters, from planning applications to planning policy preparation. The Council has prepared its Statement of Community Involvement.
Supplementary Planning Documents (SPDs)
These are topic based policy documents that provide further detail to support a policy or number of policies in the Local Plan. The following SPDs have been/are being prepared by the Council.
Local Development Scheme (LDS)
The Local Development Scheme is a project plan for the planning policy team, providing the programme for creating and updating policy documents, and outlining the main stages in production, including opportunities for involvement.
Annual Monitoring Report (AMR)
The Annual Monitoring Report enables the Council to assess the extent that its planning policies are achieving their aims. It must include an assessment of:-
- the effectiveness of the targets and milestones set out in local development documents, and
- progress to delivering the programme of plans set out in the LDS.
