National Planning Application Forms were introduced on 1 April 2008. Forms previously issued by the District Council are no longer acceptable. We encourage you to submit your application online through the Planning Portal to help speed up the process. The Planning Portal helps you to:
- Identify which forms you need to complete
- Ensure you have completed the application form correctly
- Attach relevant files including drawings and other supporting information
- Produce a site location plan
- Calculate the correct fee and pay for your application online (where relevant)
However, you will still be able to submit your application on paper if you wish. Downloadable PDF versions of the paper forms are available as set out below, or you can complete them on the Planning Portal and print them out. If you do apply on paper we require FOUR copies of all forms and plans to be submitted to us.
Each form is accompanied by help text for that particular form and a checklist which you should read in order to ensure you have submitted all the information required for the application. Further information on the additional supporting information that is listed in each checklist can be found in our Validation Requirements - Supporting Information (UPDATED JANUARY 2010 144kb, PDF) document, which sets out when particular information is required. If you do not send all the information we need to deal with your application, we will not be able to register it and it will be returned to you with advice on what you need to do to ensure it is valid and complete.
Most applications also require a fee to be submitted. Please refer to our PDF list of Planning Application Charges (12kb, PDF), or more information can be found our Planning Application Charges web page.
Please note information provided on the application form and accompanying drawings and documents will be made available on the internet.
New forms - 1 October 2009
These forms are not currently available to complete online via the Planning Portal, but will become available in April 2010. The fees for these applications have not yet been agreed by Parliament. In the meantime, applications to extend time limits will incur the same fee as if it were a new application. Applications for non-material amendments currently incur no fee.
Householder Applications
These forms should be used for works to domestic dwelling houses (not flats), including extensions, conservatories, garages, dormer windows, new access drives. There are composite forms if your house is a Listed Building or if your property is in a Conservation Area and your proposals include works of demolition that require Conservation Area consent. If you are unsure whether you need planning permission for your proposal then you should refer to our page on Residential Planning, where you can complete a Self Assessment Form. Alternatively if you think permission is not required, you can submit an application for a proposed Lawful Development Certificate (forms are available at the bottom of this page).

General Planning Applications
These notes and forms are to be used for non-householder applications. They are to be used for building works, engineering works and changes of use, and alterations to flats. Composite forms are available when the proposals need additional Listed Building consent, Conservation Area consent or advertisement consent.

Listed Building and Conservation Area Applications
Listed Building Consent: Required for all works affecting buildings that are listed as being of special architectural or historic interest, or works which affect their setting.
Conservation Area Consent: Required for demolition of buildings or walls in Conservation Areas. If you live in a Conservation Area, you may think that Conservation Area consent is required for alterations or extensions to your property. This is not the case. This type of consent is only required for demolition of buildings within Conservation Areas.
Advertisement Consent
Where advertisements are to be displayed on a listed building which is often the case in the commercial town centres of Leamington and Warwick, then you will also need to apply for Listed Building consent.

Certificate of Lawfulness
A Lawful Development Certificate is a statutory document which confirms that development, which includes a use, operation or activity, is lawful and does not require planning permission. There are two types of Certificate, relating to either existing or proposed development.

Notification of an Application to the Owner of the Land
If the applicant is not the owner of the land to which an application is to be made then notice should be served upon the owner/tenant using the form below. The form should be completed by the applicant and served on the owner or agricultural tenant. Also if the owner of the land is not known then notice should be published in a local newspaper, using the form below.
