Private Housing Grants and Loans
Warwick District Council has recently introduced a new Financial Assistance Policy for Private Sector Housing Repair and Improvement. Pending a rewriting of this page to reflect the new policy, please see below a brief outline of what help is available.
The following financial assistance is available to home owners within the District:
Home Regeneration Assistance
A mixture of grants and loans to enable the improvement of dwellings.
Energy Efficiency Assistance
A mixture of grants and loans to assist vulnerable persons and families to insulate and adequately heat their homes.
Minor Works Assistance
Grant to assist persons on an income-related benefit carry out works to their home necessary to alleviate harm to health or remedy security problems.
Staying Put Scheme
Grant to help elderly or infirm occupiers of dwellings who are also in receipt of an income-related benefit carry out repairs or improvements to their homes in order to assist them to remain in their own homes and to live comfortably
Disabled Facilities Grants
Mandatory grants are made available to disabled people to enable them to make adaptations to their home (including mobile homes and houseboats) to enable them to:
- move freely into and around the dwelling and enjoy the use of the dwelling and the facilities and amenities within it. i.e. reasonable access to the home and the living room, bedroom, bathroom or shower room in which there are suitable facilities for washing and/or showering;
- make a dwelling or building safe for a disabled occupant;
- provide or provide access to a room used or usable for sleeping;
- provide suitable lavatory and washing, bathing or showering facilities;
- facilitate the preparation and cooking of food;
- adapt heating, lighting and power installations for the benefit of a disabled person.
The grant is subject to the government's prescribed "Test of Financial Resources" (Means Test) which is used to calculate the applicant's contribution (if any). The maximum grant cannot exceed £25,000.
In addition to the Mandatory Grant, the Council will consider awarding Discretionary Grants or Loans for other related works, or to "top up" the Mandatory Grant to meet [some] additional costs.
The Council has to consult with the Welfare Authority (Warwickshire County Council Social Services, Occupational Therapists) as to what works are necessary and appropriate and then has to decide whether the works recommended are reasonable and practicable.
