The Council has commenced the preparation of a Strategic Housing Land Availability Assessment (or SHLAA). This is a Government requirement and will help us to identify sites for future housing development.

The Council is inviting landowners, or those with an interest in parcels of land, to submit details of sites which may have potential for housing development in the future. These sites will then be assessed in the SHLAA.

Inclusion in the SHLAA is not necessarily an indication that the site will be allocated for housing or that planning permission will be granted. However, the information from the SHLAA will form part of the wide range of evidence used by the Council when deciding which housing sites to allocate in future planning documents.

The SHLAA Partnership

Warwick District has brought together a small partnership of people with experience and knowledge of house building in this area. The partnership will assist the Council in carrying out the SHLAA, particularly where expertise and knowledge of bringing forward housing sites is required.

The Draft SHLAA Methodology

With the help of the partnership, the Council has produced a draft methodology for carrying out the SHLAA. This is based on the methodology suggested by the Government’s practice guidance. You are invited to submit comments on the draft methodology (201 KB) to the Council by Friday 28th March. The methodology will then be finalised.

What sites can be included?

The SHLAA will include any site (or building for conversion) which is capable of accommodating 5 or more dwellings and is located in one of the following broad areas:

  • within, or adjacent to, the built up areas of Warwick, Leamington Spa, Whitnash or Kenilworth
  • adjacent to the edge of Coventry but in Warwick District
  • within, or adjacent to, the built-up areas of those villages with a reasonable level of services and public transport to the towns

The study will also include small sites within or adjacent to villages which may be suitable for small rural affordable housing schemes provided by an affordable housing provider (e.g. a housing association).

The SHLAA will not include the following sites:

  • sites where development would affect protected sites such as Sites of Special Scientific Interest, Ancient Woodlands or Scheduled Ancient Monuments
  • sites allocated for employment in adopted Local Plan Policy SSP1
