Warwick District Council has developed a set of parking standards to influence the amount of off-street parking for cars, cycles and motorbikes in new developments. This is part of a Supplementary Planning Document (SPD) on Vehicle Parking that also contains guidance on parking design, surface materials and layouts.
In setting these standards we have aimed to ensure that there is sufficient off-street parking to:
- enable people to have convenient access to services, facilities and employment and thereby support the economy; and
- ensure that any additional on-street parking doesn’t pose a threat to road safety or adversely affect existing properties or the wider townscape.
On the other hand, we have also sought to encourage the efficient use of land and for people to leave their cars at home and take public transport, walk or cycle by making these feasible alternatives. These more ‘sustainable’ modes of travel are part of a wider agenda to:
- tackle traffic congestion;
- reduce air pollution; and
- reduce the district’s contribution to climate change from the transport sector.
The standards cover new developments (including redevelopments and conversions) for all major land uses.
Preparing the SPD
Prior to preparing the draft SPD, the Council prepared a questionnaire on parking which was circulated during November and December 2006. An report analysing the findings of this questionnaire was prepared by the County Council and issued in February 2007. You can download the Report of Parking Questionnaire (344kb, PDF).
The Council approved the Draft Vehicle Parking Standards SPD (347kb, PDF) in March 2007, which was made available for public comment between 10th April and 21st May 2007.
Also, as part of its work in developing the SPD, the Council has undertaken a Sustainability Appraisal. The purpose of this is to assess the potential impacts of the SPD on environmental, economic and social objectives. As the first stage of this work, a Scoping Report (1.2MB, PDF) was prepared in November 2006. Please note the large file size which may take a few moments to download. Alongside the Draft SPD, a Draft Sustainability Appraisal (986kb, PDF) was prepared. A Statement of SPD Matters (19kb, PDF) was also prepared.
Adopting the SPD
The final version of the Vehicle Parking Standards SPD was approved by the Council's Executive on the 22nd October 2007. The Council formally adopted the SPD on 16th November 2007.
