Local Development Framework logo
The Local Development Framework is the term given to the portfolio of documents including local development documents which collectively provide the planning policies for Warwick district.

The terms Local Development Framework (LDF) and local development documents (LDD) were introduced by the Planning & Compulsory Purchase Act 2004.   It is the intention that LDDs will eventually replace documents such as the local plan and supplementary planning guidance as the main sources of planning policy advice.

The Planning & Compulsory Purchase Act 2004 introduces a number of new terms into the planning system. More guidance on all of these is contained within Planning Policy Statement 12: Local Development Frameworks produced by the Office of the Deputy Prime Minister in September 2004.  Furthermore, the Government has published a guide to the new planning system, titled "Creating Better Places to live: A Guide to the planning system in England."

The Local Development Framework is made up of the following components.

Local Development Documents (LDDs)

These are the individual planning policy documents which together make up the LDF.  Guidance on what LDDs the Council will produce is contained within the Local Development Scheme (see below). 

There are several types of LDDs within the LDF for Warwick District.  These will be prepared over the next few years.

Development Plan Documents (DPDs)

These are planning documents that will at some point be subject to independent examination by a planning inspector and will, alongside the Regional Spatial Strategy (see below), eventually replace the local plan as the development plan for Warwick district. The first of these that the Council is preparing is its Core Strategy.

Statement of Community Involvement (SCI)

This document sets the standards that the Council will achieve as it involves local communities in the preparation of LDDs and in determining planning applications.  The Council is currently preparing its Statement of Community Involvement.

Supplementary Planning Documents (SPDs)

These provide supplementary information to policies in the Local Plan and Development Plan documents.  The following SPDs have been/are being prepared by the Council.

Local Development Scheme (LDS)

The Local Development Scheme  is a public statement of the Council's programme for the production of Local Development Documents. All local planning authorities are required to produce Local Development Schemes under the Planning and Compulsory Purchase Act 2004.

Annual Monitoring Report (AMR)

The Annual Monitoring Report must include an assessment of:-

  • the effectiveness of the targets and milestones set out in local development documents, and
  • progress to delivering the programme of plans set out in the LDS.

Under the 2004 Act, all local authorities were required to prepare an AMR by December 2005. 

Regional Spatial Strategy (RSS)

The Regional Spatial Strategy is produced at a regional level by the "Regional Planning Body".  Within the West Midlands this is the West Midlands Regional Assembly.  In June 2004 a new Regional Planning Guidance for the West Midlands was approved and this now has the status of Regional Spatial Strategy for the West Midlands.  The RSS covers the period to 2021.

The Government has produced planning guidance on Regional Spatial Strategies.  This is available as Planning Policy Statement 11.
