The Local Government Act of 2000 made it a requirement for local authorities to operate within a regime known as Best Value. It involves a process of service inspection by auditors and maintaining and publicising key performance targets and indicators which are published regularly.
In March 1999 the government released its Modernising Government White Paper which heralded big changes for local government across England.
