Concerns have been mounting about the state and condition of Kenilworth Town Centre for some time. At the beginning of 2004, councillors agreed that a town centre framework should be proposed to help guide the future shape of the town centre.

The consultation

A draft framework was prepared for consultation purposes in Spring 2004.  The framework has 3 elements:

  1. The Planning Policy Framework (111kb, PDF)
  2. The Town Centre Vision (19kb, PDF)
  3. Kenilworth Town Centre Development Proposals (43kb, PDF)

The first element was not for consultation as it is a compendium of existing planning policy but the other two were subject to consultation. In order for the consultation to take place the Kenilworth Town Centre consultation leaflet (330kb, PDF) was distributed. Residents and businesses were asked to comment on each proposal and vision.

The responses

Almost 1,000 responses were returned and a petition of over 1,000 signatories was received in respect of the proposals for Smalley Place. Kenilworth Town Centre Consultation Response Summary (28kb, PDF)

The responses were considered and it was agreed in July 2004 that work would be done on the following:

  • Modeling of the traffic impact of the proposals
  • Development of outline for the public service centre on both the Abbey End and Smalley Place sites
  • Development appraisal of the Talisman Square proposal
  • Car parking analysis
  • Pedestrian route plan
  • Illustration/graphic design of some proposals

To aid the traffic modeling, work has been undertaken to clarify what amount of development might take place on identified sites.  In addition, a number of scenarios have been drafted, also to help the traffic modeling. 

A Steering Group of Town, County and District Councillors has been established to advise and oversee the progress on the development framework. This will be supported by officers from the District and County Councils. One of the projects, the Public Service Centre, because of the scale and complexity, will have a separate but linked officer team which will also involve the Police and the Primary Care Trust (PCT).

The work undertaken to date was the subject of a presentation to Town, District and County Councillors on 22nd February 2005.

The District Council considered its views on the proposals on 28th February 2005, Kenilworth Town Council on 3rd March and Warwickshire County Council Warwick Area Committee later in March.

Meanwhile new arrangements are being agreed for the Town Centre Management scheme. This will give greater involvement to the private sector.
