The European Foundation for Quality Management (EFQM) the Excellence model is a management model for excellence which can be applied to any organisation to evaluate qualitatively its performance.
What is it?

Developed by the European Foundation for Quality Management (EFQM) the Excellence model is a management model for excellence which can be applied to any organisation to evaluate qualitatively its performance. It enables private, public and voluntary sector organisations to compare their performance and provides a method for measuring improvements in performance over time. It is an internationally recognised model which has been used by many organisations to drive improvements since 1991.

What is in it?

The model is remarkably simple and takes a logical and systematic look at an organisation to identify areas of strength and areas requiring further improvement. By using the model an organisation can be confident it is targeting its energy into improving the most important areas. The model looks at 5 themes as "enablers" which examine what the organisation is doing - these are:-  Leadership; Policy & Strategy; People; Partnerships & Resources and Processes.

Under each theme searching questions are asked about what is undertaken and the responses to these are assessed against a checklist of best practice.

There are then a further 4 themes for the results the organisation is achieving which are :- Customer Results; People Results; Society Results; and Key Performance Results. Performance in these areas is assessed over time and trends evaluated.

Why does Warwick District Council use the model?

The Council has used the model since 2000 as a systematic and independent way to identify areas of strength, areas which require further improvement and then to develop a targeted improvement plan (The Corporate Improvement Plan) to address these areas. The initial submission in 2000 achieved a score of 175 and in 2002 a score of 200 was achieved.  To view the latest version of the Corporate improvement plan (564KB pdf), please click on the link.
