What is Comprehensive Performance Assessment?
The Audit Commission has developed Comprehensive Performance Assessment (CPA) and is coordinating its implementation across all county, unitary and district councils. CPA in county and unitary councils was completed in 2002. District Council CPA commenced in 2003 with authorities in West Sussex, Devon and Cumbria being the first to undertake the assessment.
District CPA consists of a self-assessment carried out by the council and challenged by peers in local government, followed by an on-site visit from a team of inspectors.
The team assesses the council's performance in core services, and its ability to improve. The corporate assessment includes an auditor's judgment, report from the Benefit Fraud Inspectorate and diagnostic assessments of how the council manages public space, and housing.
The final report categories the council on a five-point scale: excellent, good, fair, weak, or poor. For further information and details of the results so far visit the Audit Commission website.
