The council's community safety duty, vision and aims



Community safety is the generic term for the Council's statutory responsibilities under the the Crime & Disorder Act 1998.  The Council has duty is to work in partnership with the Police, County Council, Police Authority, Fire & Rescue Service and Primary Care Trust to develop and implement strategies to tackle crime and disorder and the misuse of drugs in the district.

Our corporate communities vision is to promote safe, vibrant and sustainable local communities.  The corporate community safety vision is to make neighbourhoods feel safer

We aim to: 

  • adopt a preventative culture in our service design and delivery
  • consult and involve the community in identifying crime and disorder problems and solutions.
  • provide quality services and utilise all powers available to us to make neighbourhoods feel safer
  • monitor the contributions of each of our services to community safety
  • challenge the responsible authorities, cooperative bodies and agencies to do all they can to reduce crime and disorder and the fear of crime.
  • work together with Stratford-on-Avon District Council to drive and administer the South Warwickshire Crime & Disorder Reduction Partnership.
  • coordinate and chair regular meetings of services with Police and partners to address the top concerns of local people
  • work with Stratford-on-Avon District Council to jointly lead on tackling anti-social behaviour and criminal damage
  • support the Warwickshire Police lead on tackling serious violent crime
  • work with countywide agencies supporting and contributing the aims of the Local Area Agreement to protect the communities of Warwickshire from harm together
  • we will work together to draw down funding to the Safer Block and use that money efficiently and effectively to deliver against locally identified community priorities

Our Priorities



Based on the finding of the Strategic Assessment, serious violent crime, serious acquisitive crime and anti-social behaviour (including criminal damage) are confirmed as the current priorities in South Warwickshire.

Each of the district strategic assessments informs the Local Area Agreement (LAA) Safer Block Priorities and the County Community Safety Agreement which sets out how those agencies working countywide can be effective and efficient in local delivery.

The LAA Safer Block Priorities in order are:

  • serious violent crime
  • anti-social behaviour including criminal damage
  • alcohol and drugs misuse
  • serious acquisitive crime
  • road casualty reduction

Warwickshire Police & Safer Neighbourhoods



Warwickshire Police introduced local policing teams across Warwickshire in 2006. There are eight Safer Neighbourhood Areas in Warwick district based on district council wards. They are Kenilworth, Warwick, Whitnash, North Leamington (Clarendon, Crown, Manor and Milverton), South Leamington (Brunswick and Willes), Eastern (Cubbington, Radford Semele and Stoneleigh) and Western ( Bishop's Tachbrook, Budbrooke, Lapworth and Leek Wootton). The Leamington Town Safer Neighbourhoods Area is unique in that it is based on the borders of the licensing saturation zones.

Levels of Crime and Disorder in Warwick District



Warwick District is in the second lowest crime quartile with the rate of crime falling from 91 crimes per 1000 people in 2002, 77 in 2005 to 70.4 (9,354 crimes) at March 2008. In the period of the last strategy total recorded crime fell by 9.18%. We have the lowest ever levels of vehicle crime ( 611 fewer crimes in March 2008 than in March 2004) and 280 less domestic burglaries in the same period.
